It should be fine unless the directions explicitly said it's a requirement to get paid. I have some areas by me where the cell/internet service is horrible so I have had things like this happen.

yes, I have a spreadsheet for shop date, name and location, company, mileage, fee, reimbursement amount, amount over reimbursement.
