Does the shop have a limited number of calls/days you need to make? I would think that after 5 calls with no luck reaching the target and notifying the scheduler that the shop would be cancelled OR being able to speak with someone else.

I recently had a shop and had to speak to the manager. I called 3 times on three separate days as per guidelines, let the scheduler know and the shop was removed without any citations. Sometimes, the shop can't be completed.
