On Targeted shops, when you have a hard time getting your target, what are some excuses you have used to get them? Suggestions for why you called?

Currently working on an apartment targeted shop, and my target happens to be the manager who has been verrrry difficult to reach. I have had this assignment extended in hopes I can reach him. One trouble I have is calling and reaching the same person (And they do not accept blocked calls). I can only hang up so many times, and ask so many questions without raising suspicion.

I have asked for the address, if they have larger than advertised units, hours for the weekend, amenities not mentioned on their website, and trying to disguise my voice (I'm not very good at it lmao but I had already talked to the same person 3 times and panicked haha)

I finally reached the 5th call where I was allowed to request the target. The person I talked to would not connect me without a valid reason. Saying I was told by a current tenant that Target was thee person to talk to did not work.

Does the shop have a limited number of calls/days you need to make? I would think that after 5 calls with no luck reaching the target and notifying the scheduler that the shop would be cancelled OR being able to speak with someone else.

I recently had a shop and had to speak to the manager. I called 3 times on three separate days as per guidelines, let the scheduler know and the shop was removed without any citations. Sometimes, the shop can't be completed.
