Wendy is right - getting the Recruiter badge (and leveling it up) only works if the people you referred use your referral link. The system picks it up, and grants the badge (it takes more and more people for each next level of the badge, but not an unreasonable number overall). The devs worked quite a lot making sure this fuctions properly, so if the person you referred deffinitely did use your link, and you didn't get any credit for it, then it's the standard drill - open a ticket, provide as much info as you can (their name and/or email, when did they register, did they confirm that they definitely used your link, etc).

Companies will give modest bonuses for referring folks when they do not have enough shoppers in an area. However, that may not be in your best interest: when there are not enough shoppers in the area, they have troubles getting shops filled and they then raise the compensation for their shops. In other words, if you refer other folks and they start shopping, you might get a quick $20, but they will pick up shops that you might have otherwise completed and potential saturate the market with shoppers, lowering your potential fees.
