First, go to your "Update Profile," "Update Extended Profile," "iSS Terms of use," "iSS Policies," and "Provider Contracts & Policies" links on your iSS home page (menu, left side of screen). Sign off on everything. Then, go to "Available Shops" and choose one. Once you have applied, wait for the application to be accepted. Then, read the guidelines, do what it says, and return to the website to do the report. Then, wait about a month and you get paid.
I live in Seattle. the flights are through an MSC that does not use iSS. Out of respect for the MSC's that financially support this forum, I do not refer folks to other MSC's here. However, the "MysteryShopForum" (Google it) is unaffiliated with any MSC and you can find your answer by asking there.
Did you get feedback from the MSC after you submitted the report?
I think "not paid' could mean either that you haven't been paid yet or are not going to be. All of mine currently either say "paid" or "pending." If the MSC was rejecting your report, they should have sent that information to you in their feedback. Is there a green "submitted invoice" button under the shop as listed on the "payments" page? If so, click it and see what it says.

That is strange.
I've been given bad addresses once or twice. However, I've always been able to get it sorted out with the MSC. Technically, we are all supposed to confirm locations before we visit, but that's not always possible/reasonable, especially when on long routes - so I don't do that very often. When a location is unexpected closed, a "go fee" is very common - which usually amounts to 50% of the non-bonused fee.
The fact that you have word from the scheduler what to do suggests that you should be compensated. The only thing I can think of is that the MSC believes that you were, in fact, incorrect about the location and simply doesn't believe you - which is a whole different level of frustrating. Sorry - that just stinks.
Click on your "assigned shops" tab. It will list all shops that have been assigned to you.
Overall, it's not wise to bash MSC's. Schedulers work for multiple companies and grouching about one can get you into trouble with others. There are two about which a note of caution would be appropriate:
Red Quanta: They are struggling to pay folks. I don't know the inner story, but they are based in India, there are language barriers and questions about the criminal history of one of their schedulers.
Cirrus Marketing: They require a separate invoice that you have to submit separately. If you don't, you will not get paid. They also have a pay schedule that makes you wait close to four months before being paid, so it's really easy to lose track of your work for them unless you are organized.
